But, I just wanted to know is there any tack stores that we need to purchase tack and feed at? Just wondering to see how many horses I can afford to adopt.

Right now it's not mandatory -- and probably won't be in the forseeable future.

I don't think there are currently any active feed/tack stores, either, but establishments are kind of on hold at the moment while the new site is in development. So that won't really impact how many horses you can have. You do, however, have to purchase property and facilities if you plan on opening a stable, so that may be a factor.
