modification & leveling

Hokay so I have two questions...Forgive me if these are really duh sort of things...

1. How do I modify a horse's discipline? The link in the portal doesn't work. :/

2. Will someone explain leveling to me? Are there a certain number of wins a horse needs to have before it can move up in levels? It doesn't seem to be in the rules.

I think for modifying, use the old portal, the link called 'BITS Portal' and log in through there using the same log in.

For leveling, there isn't a certain number you need, but just try to keep it realistic to the horses age and show record. So, for instance, I usually base my horses levels by their ages and then move them up once a season.
