A couple unrelated questions

I have 2 completely unrelated questions.

1. Can anyone submit an article to the Reference Library? If so, what article subjects are accepted?

2. Is there a certain amount of time you have to be a member before you can host a show? If I wanted to host a show how would I go about doing that? Any tips/advice?

Anyone can submit an article on pretty much any subject. And you can hold a show at any time. If you were to hold a show, just post it on the board. Then, get your entries and do your results via randomizer.org. That's about all I can think of. Is that good enough for you or do you need more because I don't think I did a very thorough job.
